Folders with a SKILL.md that teach agents when and how to use something.
A skill is a folder with a SKILL.md, in the Agent Skills format that many agent tools share. List skill folders, or a folder of them, under skills: in the manifest:

Use `github.get_pr` to read a pull request before you comment on it.
Comment with `github.comment` only on lines that changed.
Never call `github.merge`; ask a person instead.
The front matter needs a name and a description; the description is what tells an agent the skill is relevant. The body is free Markdown. Skills can hold other files, such as examples or templates, next to SKILL.md.
plugin lint checks every skill folder and the files it refers to. The catalog lists the tenant's skills:
